PolitiFact Texas has run a check on one of Rep. Howard's statements, and rated it as true. The comment, that "condoms used to be tax-exempt in Texas," was made in relation to the Representative's HB 1579, which would create a sales tax exemption for condoms in the state.
Rep. Howard has also filed HB 219, which would exempt feminine hygiene products from the sales tax; and HB 221, which would exempt diapers. All three have been referred to the House Ways & Means Committee, where they wait to be scheduled for a hearing.
